I'm not sure if this is a bug yet so I'm posting here.

Steamroller is all screwy! Sometimes it work correctly, but usually its all buggy. Like say I rush and kill the guy in the rush, most of the time my cool down isn't reset. Most of the time when I kill them within the 2 turns its reset but the 20% isn't applied. Sometimes I'll get the 20% damage bonus but no cool down reset! Basically it just effing does whatever it wants randomly, WTF? This is a prodigy come on!!! Its useless 90% of the time!

Level 30 Arcane Blade

I'm guessing some of the on hit effects you get are confusing it. Would be good to narrow down which ones.

ya I have a ton of them and that's kinda what I figured it was after playing a bit more. I think dissolve is confusing it a lot and I have pretty much every damage you can imagine hitting when I melee. Well... I guess I'll just keep my fingers crossed... I'll try and narrow it down. Does anyone think I should post this in bugs?

Yes report it as I have used this correctly in the past. Even if it only bugs with some particular onhit effect.
