Quick question on Staff of Talos

I have a few questions surrounding the staff of Talos. This is more for curiosity. For a future char perhaps.
1) Not that I have a char yet that can use it, but I have found the bottom half of the staff. Where do you find the Top half and Crystal?
2) Is it worth spending a Prodigy on combining the three pieces? If so.. what is the end result? I cannot find the answer on the wiki. Are there better staves' to use then this end result?
3) What race/class combo would benefit most from combining (using prodigy) for using this staff?

1/ The bottom half can only be found in some ruins where you may be sent after coming back from the east (more details would be considered as spoilers). And the crystal... well it is a standard artifact and finding it is a matter of luck.
2/ The telos staff is great. It increases resources, gives a large spellpower, spellcrit, and critpower, largely increases several useful damages (among them arcane, blight, darkness and light) and gives affinity to those damages (plus some other goodies).
3/ It can benefit to several classes: archmage (except those that are fire oriented), necro, anorithils, corruptors.
Despite that, I am not certain it is really worth a prodigy point.

Its also no good for lightning users.

Most players agree that it isn't worth the Prodigy point. Although you're more than welcome to decide for yourself if yo get some lucky drops.

I'm a little surprised nobody's suggested that for this reason, a prodigy point is the wrong kind of cost for assembling the staff. For instance, an NPC could do it for a bunch of gold. 4k--the price of a merchant artifact--sounds in the right ballpark to me.
