How does the +damage modifier work?

Does the +damage% modifier affect all damage, or just all damage done of the type boosted? E.g. does the reaver's Soul rot attack (which is blight based) get a boost from having +50% cold?

Nope, cold damage bonus won't do anything for Blight attack. You need blight+ for it.
