Any created or modified addons must be uploaded to the site and approved before the game is synced to the server? Or just uploaded to make the server aware of its existence and recognize it?

Not sure what the difference between those two options is.
If an addon is not verified by the server, your character data won't be recorded on the server.

There's no such thing as "approved", so the latter.
Once DarkGod grants you the power to upload stuff, what you upload is entirely your own responsibility.

That's a whole lot of power to give. Though, i guess with all the cards on the table, claiming great feats of conquest is hard when your character is buffed through custom addons.
Not having been long here, i gotta ask: Does it work? I mean, are there many who buff themselves yet also want the online status or do most go for the real experience of the game?

Some people seem to use some sort of hack for unlimited talent points, and still fail to win.

The addons you have installed are visible on your character sheet, right at the top, so it's usually pretty obvious if someone won with a custom cheat-y addon.
Also there's no reward for winning other than your own satisfaction, so the person you'd be mostly cheating would be yourself.
