Graphic effects

Sup, i have cool graphic effects on my win8 (flame wings, beautiful aura's) but they look much worse at my win7(just blurry dots)
Cant find anything to change that in video options.

Screenshots might help diagnose the specific issue, though I'm placing money on a graphics card issue, since those fancy effects are from the graphics shaders. Some cards don't handle them well, though there may be settings of some sort you can tweak. (Mine doesn't handle them at all, so I can't help there.)
