Steam Workshop constantly redownloading Addons

In this case, I'm actually looking to see if any other Addon Devs have had issues with their Workshop items being redownloaded every time someone tries to run the game.
I am aware that Players have had issues with my Arcanum Addon.
Trying to get more data to work out how to stop it happening.
