The evolving (new race idea)

concept only as I can't code but
The Evolving
racials
1st available at lvl 12, only 1 talent lvl, causes you to get 1.1 times the normal amount of category points (retroactive)
2nd available at lvl 12, only 1 talent lvl gives you 1.1 times the normal amount of class points
3rd available at lvl 12, effective lvl 6 gives you 1.1 times the normal amount of generic points
4th requires 3 talents be fully unlocked adds .1 to the amount of category, class and generic points
to balance probably a good idea to add in exp penalties to each talent. (8% reduction per 1st 3 talents, 16% reduction for 4th adding up to a 40% penalty perhaps)
perhaps having the racials give anything but the talent cat point multiplier so as to have no starting exp penalty
