how to on_kill summon same enemy % chance?

the idea is when on_kill enemy, 50% chance to summon that same enemy from an alternate timeline.
this racial passive would be for the dual-self chrono race i'm trying to make, as in, the other self coming in to attack and being the part of the self that kills the enemy (thus 50% chance) has this chance to bring in the other of the enemy when the current timeline's enemy is killed, for every enemy fought in the game.
(feel like im trying to reinvent the wheel without knowing what shape a wheel is so its taking a long time vs just asking people who can probably do these codes off the top of your heads?)
i need some balancers for the fact this race has fun amount of slots and this is one of the idea that fits the flavor of the class.
