is there an addon to remove randomness in equipment?

Ok, what I mean is, I love the game, but I get too frustrated with the fact that your build depends on luck for equipment...
I think this will stir up some controversy, but is there any addon that allows you to compensate this? Maybe by allowing characters to order custom items or buying artefacts?
And if there isn't, is it possible for one unskilled in lua programming to create such an addon? Or would it be too complicated?
