Movable Popups

How hard would it be to make the popup windows draggable, so that they could be moved off center? A window right in the middle of the screen can be very inconvenient sometimes. The Bug report popup (This would actually work best as a detachable window, if possible.) is the worst, since it can obscure the situation the game is asking the player to report on.
