novice mage doesn't run away

On the world map, as antimagic (Krog) the novice mage that usually unlocks the mage town is hostile (fair enough) but weren't you able to initiate dialogue and have him run away?
Right now he keeps interfering with auto-explore, which is mildly annoying. It might be intended but idunno.
