Concealment available first turn when seeing enemies

For example, when opening a door or an enemy has just come into sight after exploring, you can often use Concealment that turn before it becomes unavailable. Is this intended, or just a code limitation currently?

I'll put this down as a code limitation unless any dev says it's a bug.
