I killed the naga, she didn't seem to have it, I was instantly ported to Norgoth's lair, he didn't have it....
I just went to the sher'tul fortress to see if I could still activate the orb, but alas, no rod no orb.
Did i run into a bug here?

It should always be dropped by the first boss you kill. Are you sure Zoisla didn't drop it? Remember that it's not auto picked up. Check out the spot you killed her, and if it's not there then report it as a bug.
