I can't seem to find a simple answer anywhere.. how do I unlock the talent tree for the Venomous Strikes skill as a rogue? Please help!! Thanks.

Its random, but it only starts in "wild" areas of the map, which sometimes are a few steps from a given town. Also, I'd recommend being over level 10 when you do this encounter and decide to fight the Lord and his lackies, level is less important if you side with him.
