Is it one-charge item or like infusion - can be used and then cooldown?
If it's one use item, than failing alchemist quest actually more profitable than fulfilling...

Single-use. Not that I've ever finished the Alchemist quest successfully... The only reward that I'd consider taking also requires the most rigamarole to be useful.
