b34 Telepathic Range?

Hello.
I just found a cap of Telepathic Range, that according to the text gives me Telepathy Range +10.
What exactly does this mean?

What it says on the tin. Telepathy effects (greater telepathy amulet or -- if you find an amulet of telepathic range -- hat, presumably the taint of telepathy) will have their range increased by 10 squares.

So if I do not have any telepathy, the cap is almost worthless?
