Minimum range of teleportation?

Minimum range of Teleportation Runes is 15.
But what is the minimum range for Teleport amulets and Teleport wands?

"[...] teleport you anywhere on the level, randomly". No minimum range, so there's no guarantee that you will teleport out of a room or away from a nearby enemy. There isn't a maximum range either (well, max range is actually 200).

It's overwhelmingly likely that you'll be teleported a decent distance away though.

I want to teleport in a room with maximum range 14, so there is no decent distance.
