ToME: the Tales of Maj'Eyal

As the title states... is there a way to get to Urkis after getting the Storming the City quest when sided with Anti-magic? I have a halfling rogue going the antimagic route and I don't know how to get to Urkis. The novice mage naturally ran way from me when I met him, and no one in Zigur seems to help with the quest. On a side note, there was this halfling unique inside one of the houses in Zigur before. For some reason, she's no longer there now. The only person I can talk to in Zigur now is the guy who gives the Curse of Magic quest - who curiously still gives it to me even though I've already finished it.

The other person in Zigur is the one you need to talk to. If she is not there now, you are likely too high of a level to finish the quest. I know there is a level limit on it, but I do not know what it is.
