So if the target fails a will save a Cursed gets an extra 27% to melee attacks for four turns.
Is the damage bonus applicable to only the target of dominate, or do you get the damage bonus for 4 turns regardless of your current target?

That target only.

The description should probably also be more clear that it doesn't add damage but multiplies all damage after all other multipliers have been applied. This has created a problem with Cursed doing massive hits when enough bonuses are combined. I'm not sure if it needs to be switched to add damage.
