Scale tinker gem requirements with tinker level

This is something I found with the Arcane Dynamo: if you don't have any amethysts by the time you get to 25 and become a technomancer, it is likely that you will not be able to find any in the future because they're low-tier and will therefore be locked out of using the prodigy. By the same token, you can get the Mana Coil at any time, yet not be able to use it until the late game because you need sapphires--a level restriction that doesn't apply to any other tinker. Wouldn't it make more sense for the gem requirement to scale just like the metal requirement does, so you can get those tinkers as soon as you have the schematic (and don't risk being locked out of technomancy)?
