Shatter should ignore Frozen status

Shatter is a peculiar talent in that it can only ever do 60% of its basic damage to an enemy--the other 40% will always be absorbed by ice blocks. It seems strange to think that a talent designed specifically for targeting frozen enemies should come with a built-in penalty for doing so. I suggest giving it an exemption so that it deals 100% of its damage to the enemy, as if Uttercold was active.

It's true that you will lose damage against Frozen targets, but not all 'frozen' targets are Frozen, if you take my meaning. Specifically, targets affected by Frozen Feet (applied by Frozen Ground, the talent prior to Shatter) are also considered 'frozen' for the purposes of Shatter. The talent could probably use some clarification, although the description is already quite long.
Also, consider that if it were changed than any mob with Shatter could also deal the full damage to *you* through an ice block, and I don't think anyone wants that ;P
