Plague Scepter fix

Make it one-handed? As it is a scepter after all.
Nobody using it, ever - at least at Insane difficulty.
I understand, that it proably caused by difference in gear generation for Normal and Insane. For Normal it would be OK to use it when you find it. But nor for isane - the level range you can find it is such, that ou 100% could find better staff at that moment.
