Why make the "shield" part of disruption shield shut down?

Why does the "shield" part of Disruption Shield need to shut down below 50% mana? IMO it just makes the talent more confusing, since it looks like you have a shield up on the HUD, but the shield won't absorb any damage if you are at low mana.
I think the behavior of Disruption Shield would be much easier to understand, especially for less experienced players, if the shield continued to block damage until it's power is used up regardless of mana, and then damage is blocked at the cost of mana until the player is below 50% mana, at which point the sustain no longer blocks damage at the cost of mana, turns off, and does the arcane storm part.
While this does make Disruption Shield a little better, I don't think the numbers are so high that it constitutes a major buff, and I do think it is a major upgrade in terms of clarity/QoL.
If others disagree and think there is a good reason that Disruption Shield should shut down altogether at low mana, I would be interested to hear your reasoning.
