Buffing Lackluster Inscriptions with Passives

Currently there are some infusions and runes which are outright always ignored in comparison to others. There are various schools of thoughts about non-optimal options vs 'if everyone must use something it is either overpowered or belongs a standard feature'. But perhaps they could be made more balanced via inclusion of passive
They could start to be worthy of consideration if they started having a passive always on bonus associated. Say sun inscriptions provide a sizable light radius and perhaps bonus light damage percentage. Or maybe a list of other ones to choose from strategically. It could also lead to some neat break from the norm of nearly every living non-steam class going with wild, healing/regeneration, heroism, and movement for their four inscription slots midgame.
