Remove actor rearrangement from Quake-like effects?

I'm finding T_CULTS_OVERGROWTH to be counter productive at times, due to it being overwhelmingly likely that any enemy I walk towards being rearranged to a tile not adjacent to me.
Since these abilities tend to be given to melee characters, how about we don't relocate actors with this sort of effect?
