Mana Coil gem ingredient to depend on tier?

It seems a little odd that a T1 Mana Coil takes a T4 gem. I realize there's no T1 lightning gem, but perhaps the other lightning gems could be slotted in as ingredients for assorted tiers of Mana Coils?
