set all alternative starting areas to generate no rares

Some of them already do this, such as the dwarf starting area, yeek starting areas, demon starting area, etc.

But the ones that do not are the mage and chronomancer starting areas. I would recommend making them all generate no rares/bosses/etc.

mage and chrono are entirely optional, so this idea has been turned down by darkgod before

The player already has 100% control so that no rares spawn in those zones : don't enter them :p
