Have shop item tiers increase by 1 every restock

Self explanatory. This way shops are worth using late game creating a use for gold beyond the randart merchant.

Agree, shops aren't very useful past the initial earlygame buy or two.

Was going to say they do, but then remembered that it got reverted.
Since it was reverted because it stopped Movement Infusions from generating because they were T3, and they are now T2, it could be reapplied.

This is another one of those issues that's popped up consistently for a few years now and for whatever reason, the obvious solution is ignored.

I'd like to add the suggestion of an extra restock event after finishing Into the Darkness quest.

I disagree with adding a restock after the t2s because it's right before Dreadfell so we'd have two nearly back-to-back. Also t4 items in the shops before Dreadfell and t5 items before Reknor might be too good.

Well I happen to do 8 dungeons between completing Into the Darkness and entering Dreadfell, so I'm not sure how that is back to back.
And I most certainly was not suggesting any t4 items being stocked before Dreadfell was completed.
Was actually thinking they could be restocked with t3 after Into the Darkness, t4 after Dreadfell and t5 after Charred Scar.

Last Hope, Angolwen and Zigur can stock t3 from the start of the game.

Yeah I misread what you said.
I don't... see a problem with that? It might prove to be a big advantage to the player to have all shops in the game be T5, so I'm not sure.
One thing that should maybe be looked into is making shops stock without the need to visit them, perhaps when entering town. That would also discourage shop scumming.

You can't actually affect shop loot by visiting towns at different levels. The loot levels are fixed.
For the last restock, I would only expect each shop to gain 5 t4/t5 items each, so even with lots of shops available, it is unlikely that there would be a huge amount of good t5s available.

Makes sense, what I meant was making shops generate when you enter the town, currently they generate when you visit them, so if you never visit them, they never get restocked either.
This also allows you to savescum a shop's contents until you get what you want

which I think should be discouraged.

Can we just code it so that players that savescum are spontaneously immolated to the Dark One instead?

You can prevent save-scumming by pre-generating or pre-seeding the items that will be added ^o^
