Racial stat bonuses as % adjustments

Idea: I really like how the racial bonuses influence the character. The one thing that tends not to matter much beyond the first few levels is the racial stat adjustment modifiers. +2 strength or whatever is nice but given you get 150 stat points to give out the bonus waters down to zero pretty fast.

How about instead making the bonus a lifetime % modifier? For example, Halflings might get a 20% penalty to strength so that with a point distribution of 20 there might be an effective strength of 16. This could apply before or after equipment modifiers. The basic idea is for the bonuses to be relevant through the entire game.
