Changes in the Arena

Given that Skirmisher is a class, why not rebuild the Halfling Slinger thats the first opponent when you enter the Arena into being an Skirmisher instead of a Archer?

A guaranteed skirmisher opponent would make unlocking skirmisher far easier than it's supposed to be. And probably make the arena harder than it's supposed to be since they're a flatly more powerful class than archer by most accounts.

both enemies are ranged, so you can block their projectiles from a decent enough range, and then rush or shadow strike him...
unless you mean the elsewhere mentioned "enemy granting unlocks" bug...
but that bug will not be forever right?

edit, rogues don't use shields... adventurer?

Have you never fought a skirmisher rare? Those things are scary.

arena is optional, and skirmisher won't be as scary if you are expecting him.

I disagree; skirmishers can easily wreck you even if you are prepared. They're quite strong as PCs, and I can only see that augmented with enemies' stats and abilities from multiple classes

I don't see any point to changing it.
Other than making it potentially more dangerous by giving it skirmisher talents, what would any change achieve?

I'm not really sure, I think pinning shot + kill shot + noggin knocker are all more scary that inertial shot, and I think all of those have 0 travel time

I don't think rares/unique enemies get Kill Shot. Pinning Shot from enemies also has a travel time so I assume the same for the player character.

In regards to updating the Arena, I think the current set of enemies is fine as is.
