Change the private message shortcut in chat

Right now it's 'username:'. Lots of people are used to using this in IRC to carry on a conversation publicly in a room. Change it to @user and it'll be just as convenient, but much less likely to lead to messages going to the wrong place.

@user is already used in public discussions elsewhere.
Make it "/msg user" so it works like IRC, just like "/join channel" currently does.
