Its not quite up to the level of being equipped, except by a Reaver.
Also, physical boosting artifacts are quite scarce at low levels.
This would make it slightly more attractive (well as attractive as a tooth from an overgrown corrupted mouth can be) and useful to a wider range of characters.

Fair point...
How much more attractive can you get than a giant feral tooth, though? I mean, walls themselves part for it!
As a physical-boosting artefact, even just a small boost, it would make it more desirable for pretty much any class that uses physical damage.
You're also right, no +phys damage items come to mind in the slot. Plenty of +nature damage pickaxes, but that's it...

I dunno, the Armor Penetration is good for all weapon-users.
The Blight on-hit damage is good for all shield-users and heavily defensive guys, and even a decent defense against melee critters for the early levels.
The Blight boost is niche, but everything else is pretty broadly useful.

The blight-on-hit is a very serious boost to damage return tanking - which is in general a pretty solid way to get through the first few levels. You don't even have to be all that heavily defensive - just stack a few different forms of damage return and a lot of the early fights get a lot easier.
I'm not saying that it shouldn't have a physdam boost, but I'd be more inclined to stack a bit of a strength boost on it. Seems like all of the nonartifact picks got str boosts, why not the big one?

Armour penetration would be more useful if something actually had armour.
And that doesn't happen early game.
