give brawler Thuggery tree

I think this tree fit the theme pretty well (hit target with your head, that sounds like what brawlers will do), and it will give brawler more choices on general trees.
From a player's point of view: Hell yeah!
From a game's point of view: Hell no!
In other words, would love it but I think it'd make brawler way OP.
Edit: Got talents a bit mixed up. First I was thinking Thuggery had Step Up. Note that would be sweet for a brawler. Thuggery on the other hand would be nice.
Battle Tactics tree was the one with Step Up. That and True Grit would be nice for a brawler too, but the other two skills have thematically nothing to do with brawlers.
