Item Requirement "Bootstrapping"

If an item grants a bonus to a stat which that item requires to equip, the requirement ought to be lowered by the amount which the item grants.
For example, the
Steel Helm of Garkul grants +5 Str, but requires 16 Str to equip. It ought to only require 11 Str, since the item itself provides the remainder.

i think HousePets point is that it's allready done and it 'should' have been req strength 21 :p

There is a way to tell: look at the requirements of non-artifact items.
For example, a Cured Leather Armour of Thunder might grant +4 Str, but its Str requirement will be identical to any other Cured Leather Armour.
It's obvious that the bonus is NOT taken into account for the prereqs.

If that change is made, then I think a similar change is needed. If you don't have the required stats, the item functions as if it weren't equipped. I think it's kind of silly that you can wear a few rings of strength, then equip a huge plate armor and then take off the rings. Without the rings, you shouldn't be able to handle the equipment.
