Should rares, adventurers respect talent reqs?

More of a discussion but..what do you people think of the fact that rares and adventures don't seem to respect talent requirements, but get them somewhat randomly based on class?
For example, I was once Fearscaped by a level 6 Halfling. And I'm pretty sure if it was a Zerker it could have gotten Unstoppable(assuming it had the stamina for it).
Not posting this in 'bugs' because I suspect it's intentional but...
Personally, I think Adventurers should respect talent tree stucture(including trees that require level 10+), while other rares could be kept exempt for 'variety'.

That seems reasonable. Or at least make it so they can't have level 20 skills at level 6. I think giving them access to higher level stuff is okay, but not super-high level.
Maybe limit them to 1 to 2 times their level. Perhaps 1.5 times.

Adventurers and Rares can be several levels above the protagonist, so even if they respect talent legality they'll potentially have access to stuff above the player's level.

Yes, but it would be limited. Again, a level 6 adventurer very likely shouldn't have access to Fearscape!

I am attempting to agree with you, and to argue that what
fuzzynord proposes won't even be necessary for the Adventurers and Rares to remain a potent challenge.
