Idea: Re-code archery so that it plays nice with mods

From what I understand, archery and ranged talents don't exactly play nice with coding or the rest of the game. I'd like to ask if it would be feasible to get the code more in line with the rest of the game so that making ranged talents or talents affecting enemy ranged combat is not as difficult.

In what way? I've made a new archery class with many of the features, and it has almost everything as a hook, except for small parts that do esoteric little things (like replacing your bow with a spell's sustained effect).
