buff Higher

t1:let it scale with the higher one of con or will, and make it not conflict with regeneration infusion
t2:give some blindness resistance
t3:extend to all magical damage (arcane, fire, ice, lightning)
t4:affect auto drain talents as well (lightning storm, etc)

A lower bonus to non-Arcane magical resists than the Arcane one(3%? 4%?) would make sense given the theme of the skill, and the fact that Arcane is predominately magical, while the other elements aren't always.

I think the only reason the last skill doesn't do that already is because of those skills directly impacting the respective resource. I suppose making the skill just fix your resources at their current level or better would fix that, but it'd mean you'd have to find some way to avoid a resource restoring skill messing with things then.

I generally agree with that assessment, though.

Higher regeneration is already pretty good, it's instant and essentially gives you an extra regen infusion in the earlygame. It should not stack with regular regen like you are suggesting. Scaling with another stat is reasonable though.

Overseer of Nations is pretty boring and not super helpful for melee, so it could use a little something extra. What other traits would a natural-born leader have? Increased cunning maybe?

Born into Magic could use a change, radicals are supposed to be somewhat useful for every class, not one specific build. Increasing more damage types could certainly help.

Highborn's bloom is fine as is, although it would be nice if it affected auto-drain too.

Other ideas:

Higher regeneration: Scaling with the higher of con or will seems like not a great idea. Nearly every class pumps con, so it would end up almost the same as just scaling with con, and we already have a couple of con-based classes. Scaling with the higher of magic or will would be thematically appropriate, although it's not much of a buff.

Overseer of Nations: Bonus to see stealth or see invisible?

Born into Magic: I was wondering about having the damage type change based on wherever you have the most talent points. An ice archmage would get +%ice; an alchemist would get +%fire; a corrupter would get +%blight (as if they need a damage boost); etc. This would reflect something of the humans' adaptability, but it might be overpowered for some classes. For antimagic characters, Born into Magic could instead grant a mindpower bonus for the Antimagic tree only, as their insight into magic helps them better combat it (although by that point it's a rather complicated talent - not sure if that's a good idea).

Pretty sure born in to magic already boosts anti-magic(mana-clash is arcane damage) but could be misremembering. I like gift of the higborn scaling of will or magic. It seems current highers are thematically mages but in terms of game mechanics more suited to wilders & anti-magic (gift of the highborn works nicely with fungus & is strongest on will-based characters).

My suggestion would be that the t3 talent provides 3%/level spell cooldown reduction and that the t2 provides blindness immunity.

Make the the third one give a crystal focus (if doesn't exist and wasn't used yet) at level 1 and a crystal heart at level 5. This would make highers not worthless as melee.
