start nightmare toons at level 4

Yes I know it is nightmare and should be harder than normal but it is easy to get a rare mob in the starting areas that effectively lock them down. This makes starting the classes/races with special starter zones tedious since a bad rare probably means a restart.
For classes that don't have special starter zones it is trivial to get to level 4 by killing townspeople, just time consuming.
