Since water t4 changed from Ice Storm to Shivgoroth Form, I think the Lost Staff should decrase Freeze's cooldown instead of Ice Storm.(or some thing else)

Decreasing Freeze's cooldown would let you Freezelock enemies, which is why its cooldown actually increases with level. If you've got Shivgoroth Form, then you'll be able to cast Ice Storm as a Shivgoroth anyway, so the cooldown reduction should still apply.

Why not just have it -2/-3 CD Glacial Vapour?

That'd be a good way to make Glacial Vapour more interesting later in the game, when its raw striking power is less notable.

(On a related note, it'd be interesting if Glacial Vapour critted, for similar reasons.)

Decrease Freeze probably overpowered, but I can freeze lock enemy anyway if I have the shoes and amulet that -10% spell cooldown.
Glacial Vapour is a good idea

Can I return it to Archmage Tarelion if it isn't any use to me?
