Mutant-esque class without randomness!

I have read some topics about a mutant class but how many people don't like the random aspect.
What if the skills were centralised around mutations?
Some ideas for this could be..
E.g. Third Arm, allows you to wear an additional one hand weapon, as well as the ability to dual wield a 2 h weapon with a 1h weapon Increasing this skill reduces the penalty damage from third arm.
Demented Eye, Reduces vision and infared vision by a base amount, but gives you the ability to paralyse a foe that is adjacent to you.

Because this is kind of a separate idea: that is, the creation of a new, separate class, independent of classless and randomized mutations.

I dunno, though... it kinda feels like that just takes away from why we wanted to consider them in the first place. What other class mutations are you planning?
