One should be able to re-shield or re-regenerate

Presently when you have a regeneration or a shield, you cannot activate a new one until they are finished.
This is very annoying in several situations.
- For instance, Fungal growth can generate a small regeneration effect that cannot be replaced by a stonger one and waiting for the end of the effect can be fatal to a player. I think the same situation can happen for aegis.
- If you have a low life and a small remaining shield (say 10 HP), you really would like to replace it ASAP by a brand new efficient one.

I know this restriction has been introduced to prevent effect stacking and abuse.
But I think it should be possible to suppress the previous effect and to completely replace it by a new one. Absolutely not abusive and it can save a player life.

I think the best way to do this interface wise is if you could turn off positive status effects at zero time costs. Then you could consciously remove the weak shields or regens when you feel like it and apply a new one. This would prevent accidental overwriting of a good status.

I want this too.
Problems start at having a nearly depleted shield and you cant get a new one to ugly interactions with life leech, low damage dots or additional damage, and on getting healed talents ( from aegis/fungus).
