Add an "unavailable" section to Use Talents

I sometimes go to the Use Talents screen to see the talents I do not have on the hotbars. That screen currently doesn't give any feedback on talents that are disabled due to too few resources, or unmet dependencies (on other talents for example). The attached patch should fix that.
