Another idea how to deal with overlevelling

New mid-level quest: find altar of dead god. On this altar you can sacrifice free xp and take oath - send to altar all xp gained in future until oath fulfilled, in exchange for custom artifact, in a manner similar to buying custom artifact in Last Hope for 4k. Of cause xp cost should scale with player level.
