I agree with your suggestions, especially on wide screen setups.

Though I won't mind a spot for visible monsters. Probably where you have chat.

Or maybe alternate between them.

Freely dockable/undockable and resizable information panels would provide answers to many GUI preferences

Yes to both the OP.
Frumples idea of dockable reszeable windows is great but is another step down the path of Option bloat,something which ToME mercifully avoids very well atm.

That's a pretty impressive layout, I must say. I'd love to try it out. Character info is too detailed, though, in my opinion.
