enemy health visible in Tactical display

Add a health bar to the bottom of the Tactical Display (shown by Shift-T). This would speed up gameplay considerably when there are many enemies on screen as opposed to mousing over each one to see their health. This could be implemented with a bar 2-3 pixels tall, taking up the very bottom of each monster's display without obscuring any other information. It should also transition from one colour to another (right to left, or vice versa) instead of the bar revealing more background as it shrinks. This will keep the display clear even if the ground is the colour of the health bar.
