Randart tweaks

Some thoughts on improving the current system:

- Make material level minimum 2 or higher. Rough leather and iron artifacts are sucky.
- Scale values of melee add-on damage better (currently far too high)
- Reduce frequency of items in early games
- Ensure that themed items contains at least 1 of their theme, preferably 2 in most circumstances
- Allow more unided names than "glowing" - "shining", "scintillating", "rune-covered", "unblemished", "jewel-encrusted", etc.

Other thoughts welcome :)

I agree on material level, done.

I have already reduced the on hit stuff (and spellpower) it scaled too well.
Tweaked the name generator :)
