Tweaking Continuum Destabilization

Yufra and I discussed some options tonight on how to adjust Continuum Destabilization so it doesn't feel like such an all or nothing affair, especially at lower character levels.

Currently it seems to boost the actors spell save against teleport effects by 15-20 which late game is quite reasonable. At lower character levels though before the character has a lot of spell power overcoming that kind of resistance increase can be nearly impossible.

So here's the suggestions.

One instead of a flat increase make it either a percentage increase of existing spell save or make it a number based off the actors character level. This way the effects of Continuum Destabilization will have an effect all through out the game rather then being an impossible affair at lower levels and a minor speed bump at higher levels if you've stacked enough spell damage.

Two make the recovery gradual rather then having it just fall off after 100 turns. For example if the actor gets 20 extra save on the first turn he'd only get 10 extra save on the 50th turn.
