Foo of recharging

an ego or potion/scroll that reduces active cooldowns could prove nice. (not sure if it's been mentioned before)
Since some classes have abilities specifically to reduce (certain) cooldowns once in a while, I think this is unlikely (why invest in a talent/skill if you get the same thing for a couple of gp at a store?).
OTOH an artifact scroll that does that (and restores all stamina, magic, etc.) might be interesting. The Scroll of Restoration?
