Wands are pretty rare to find these days, and when they are found they're nothing special. Detection and teleportation are the only really useful ones (healing wands may as well not exist with how rare they are) and these aren't really necessary, with certain alternatives available. Wands are also one of the few consumables remaining in the game, and feel distinctly out of place.
Perhaps as a replacement of sorts staffs should be made a little more accessible. If they could be activated from the inventory without any stat requirement they would be a suitable replacement for wands, though likely too overpowered. To balance this their weight could be doubled so you can't have too many at once.

mostly seconded - maybe it makes sense to look at the current wands available and see if there's substitutes that would be more useful:
Movement:
Speed
Phase Door
Teleportation
Probability Travel
Defense
Dispel (or Providence?)
Icy Skin
Stone Skin
Displacement Shield/ Phantasmal Shield, etc.
Offense
Wildfire/Crystalline Focus/Uttercold/Tempest
Also maybe look at the existing direct damage ones and have them scale a bit better to level? They seem under powered....

Anyway, the problem isn't the powers, the problem is their consumable nature, which doesn't fit ToME. That's why they're going to be transformed into something different (eg. recharging, like rods) or removed.
