[1.7.4] Shield Block always level 1

No matter what shield I equip (whether or not it says it grants a higher level of block), Shield Block is always level 1 for me (and has a cooldown of
. The Adept prodigy increases this to 2.5, but the base is still 1.
I have tried unequipping shield entirely before reequipping, but that does not help. Has anyone else had this issue or a workaround for it?

This is intended behaviour. Since 1.6, Block talent no longer scales with talent level in any way and all shields give +1 Block (some artifacts/DLC shields still have old block talent levels tho but it's just a visual error now)
